Koi drift under a 12-foot waterfall while the rest of Phoenix does whatever Phoenix does. This three-and-a-half-acre Japanese garden, formally called Ro Ho En, sits inside Margaret T. Hance Park and moves at a completely different speed than the city around it. Stone lanterns, quarried Arizona rocks along the shore, and a traditional teahouse pull the place toward genuine stillness. A quiet hour here requires almost no effort and costs almost nothing.
