    The wine cellar here is the kind that inspires serious study, and the regulars treat it accordingly. This is a warm, unhurried restaurant in a stone Belgian town where the chef leans into foie gras, game, and langoustines with no apology. Oxtail terrine, a steak in shallot sauce, iced nougat for dessert: the cooking is traditional French and unabashedly rich. The room has been feeding people in one form or another for a very long time.
