  1. A whitewashed modern restaurant on the banks of the Emajõgi River, TOKO runs a short menu with international leanings, the kind of place that puts chicken thighs on a paratha and calls it a taco without irony. The rooftop terrace is the draw in summer. Part of the same family as NOA and Tuljak, it has the easy confidence of a group that knows what it's doing, and the caviar bump at the start suggests the kitchen isn't above a little luxury.
