    Handmade mattresses matched to those on the Orient Express, bath products by Amouage, and a spa that punches well above the hotel's 17-room weight: The Burman is a boutique luxury hotel tucked inside a discreet casino complex in Tallinn's Old Town. The Michelin Guide awarded it 2 Keys. Cantonese, Japanese, and French restaurants are on site, and the city's medieval center is right outside. Nothing here reads like a casino hotel, which is rather the point.
