Pine floors, marble fireplaces, and shutters painted deep red on an ivory facade: Hotel Saint-Julien is a boutique guesthouse a few blocks from the Biarritz beach that feels cheerfully stuck in the 19th century. No pool, no gym, just a generous Basque breakfast spread, a citrus-tree-lined cocktail bar, and rooms done each in a single color, sage or mustard or lavender, with wicker lamps and rooftop views.
