    A fine dining room in Cologne's Belgian Quarter that splits itself between a ground-floor space and an upper level called BelEtage, which is exactly as elegant as it sounds. The kitchen runs a French-leaning contemporary menu, offered in five or nine courses with classic and vegetarian paths through it. A sheltered courtyard terrace earns its reputation the moment the weather cooperates. The vibe leans tasteful without being stiff.
