A muffuletta reimagined as a rice-noodle dish tells you pretty much everything about what Kevin Tien is doing at this modern Vietnamese restaurant in Penn Quarter. His Louisiana upbringing and Vietnamese heritage push and pull at each other in ways that somehow feel inevitable rather than forced. Pastry chef Susan Bae won North America's Best Pastry Chef Award, and her desserts make seaweed and green curry sound like obvious choices. It landed at #24 on North America's 50 Best Restaurants.
