Philippe Starck designed the interiors, Jean Nouvel built the tower, and somewhere between the two of them a hotel landed on top of a skyscraper on Paris's southern edge with views straight to the Eiffel Tower. The 13th arrondissement is not where anyone expects a rooftop spa and open-air Jacuzzi, which is somewhat the point. A panoramic restaurant and a roof terrace cocktail bar mean you can watch the city from several altitudes without ever leaving the building.
