Floor-to-ceiling windows frame the Gulf of Finland, and the retrace out front fills up the moment Tallinn gets anything resembling sun. Tuljak is a modern restaurant with a retro-modernist soul, housed in a building that has aged into cool rather than out of it. The kitchen has a Baltic foundation but roams freely, pulling in Mediterranean, Asian, and South American ideas, and the plating is careful enough to make you pause before eating.
