Midnight-blue walls, gold accents, and a Persian rug that has no business being this plush set the mood at Apéro, a French restaurant on P Street where champagne and caviar are essentially the whole thesis. The back garden is the kind of spot people pretend to stumble upon. The menu fills out with French classics for anyone who needs an excuse beyond caviar, which, to be fair, is most of us.
