    Balconies that open onto the Caspian Sea, with the Flame Towers filling the skyline and the Old City a short walk downhill: the location does a lot of work here. The InterContinental is a full-service luxury hotel whose interiors quietly nod to Azerbaijani oil-boom architecture and the 12th-century poet Nizami Ganjavi. There's a hammam-equipped spa, an indoor pool, and a restaurant mixing Mediterranean and local dishes.
