Napoleon III built it for Empress Eugénie as a summer villa, and the Hotel du Palais has spent the intervening years making sure no one forgets it. This grand palace hotel sits right at the Atlantic's edge in Biarritz, with views down the rugged Basque coast that make you feel like royalty, or at least like someone who rents a cabana. The rooms are draped in Second Empire fabrics and period furniture, none of them humble despite what the floor plan might suggest.
