The pool table shares the room with people in stilettos, which tells you most of what you need to know about Parley. It's a neighborhood bar on East Cesar Chavez run by two Irishmen who seem unbothered by the idea that a bar can be dim and comfortable and also genuinely cool. Screens handle both the big game and arthouse film. The drinks run strong, the food leans comfort with a global detour, and the dress code is apparently optional.
