The chef mills buckwheat in-house, mixes the dough by hand, and cuts every noodle, which is the kind of dedication that explains a 45-minute wait at a noodle shop in deep industrial West Oakland. The good news is you wait in a gorgeous bamboo-fountain courtyard designed by a Zen Buddhist craftsman, which softens the blow considerably. Soba earns a Michelin Bib Gourmand, and they cap orders at 100 a night, so arriving early is its own reward.
