This old-school restaurant in San Rafael keeps it simple and loud, with dueling mariachi bands and, apparently, a talking parrot. Fold the tender meat into warm tortillas, chase each bite with a spoonful of consommé, and let the afternoon dissolve. Thursday or Friday, late afternoon, is when the locals arrive to do exactly that.
