Rank 91. Testal Mexican Kitchen
Chihuahuan Mexican
The burritos here come open at both ends, more like fat rolled tacos than anything you'd expect, and ordering one is a mistake because you'll immediately want another. Testal is a casual counter-service taco shop on Grand Avenue doing Chihuahuan cooking, a regional tradition that gets less attention than it deserves in Phoenix. The rajas, spicy and cheesy with roasted poblano, are a reason to make the trip on their own.

Rank 91. The Little Woody
Dive Bar
Red lights, pool tables, a game room, and flatbreads until 2 a.m.: The Little Woody refuses to be just one kind of place, and Arcadia has loved it for years because of that. It's a dive bar with cocktail lounge bones, where dart nights blur into dancing and the Gun Shy Sour keeps the bourbon crowd happy. Weekend nights draw a younger crowd who treat the arcade games as warmly as the drinks.

Rank 114. City of Spice
Indian
Rotating TV screens overhead walk you through the menu before you've even sat down, which sets the tone for this welcoming Indian restaurant on the east side of Phoenix. The family behind it grew up in the restaurant business back in India and brought that instinct for hospitality with them. Dosa arrives shattering crisp, the malai kofta is deeply comforting, and the staff nudges you toward something unfamiliar if you let them.

Rank 114. Gallo Blanco
Mexican
A Mexican restaurant in a converted brick building in Garfield, where the large windows keep things bright enough that you don't feel like you're day-drinking when you order a Paloma at noon. Gallo Blanco runs all three meals, so the crowd shifts from coffee-and-eggs regulars to the burrito-and-margarita contingent by midday. The guacamole and chips make a persuasive case for arriving hungry and starting slow.

Rank 114. Liquor Pig
Cocktail Bar
A moody Old Town Scottsdale cocktail bar where the olive oil-washed dirty martini is only the beginning. The menu swings between arancini for two and a full table spread of ceviche, burrata, and pasta, and it changes often enough to reward regulars. The duck bolognese tossed with mafaldine and garlic crumble has become something of a signature. It reads equally well as a date bar or a group dinner, which is a harder trick than it sounds.

Cocktail Bar
A chalkboard of rotating cocktail specials and a basement bathed so completely in red light that no other color survives the trip down. This speakeasy-style cocktail bar is tucked beneath the Renaissance Phoenix Downtown Hotel, behind a mural and open only two nights a week, which is exactly the energy. Vintage velvet chairs and low tables give it the feel of a sitting room someone forgot to leave, and the drinks arrive in coupes and crystal-cut rocks glasses.

Rank 114. Mensho Ramen
Noodles
A ramen shop where the broth might arrive laced with matcha or built around five preparations of garlic in a single bowl. Mensho brought its Japanese noodle concept to Arizona with this Mesa outpost, a light-wood room centered on an open kitchen where handmade noodles go into thick, creamy broths. The kind of place where the bowl keeps revealing itself as you eat, which is a polite way of saying you'll want to stay longer than you planned.

Rank 114. Old Town Taste
Sichuan
A bright red neon sign marks this Sichuan restaurant tucked into a Tempe strip mall, where turquoise booths and mural-covered walls set the scene for lazy Susans loaded with mapo tofu, braised eggplant, and the Chongqing-style spicy chicken that Phoenix Magazine named one of Arizona's top dishes. The batter is thin and shatters, the peppercorns do their characteristic lip-numbing work, and the portions are large enough to make you reconsider your afternoon plans.

Rank 114. Richardson's
Mexican
Leather booths, stone and copper accents, and woven rugs on the wall set the tone for a sit-down New Mexican restaurant that skews considerably more swanky than the cuisine's roadside reputation suggests. The marble bar is massive and the patio invites lingering, especially at brunch. Green chile shows up in nearly everything, from eggs Benedict to a pecan-wood-grilled cheeseburger, and the dinner menu runs to rack of lamb and enchiladas.

Rank 114. The Mission
Mexican
Old Town Scottsdale runs heavy on sushi and gourmet burgers, so a candlelit Mexican restaurant with a serious tequila program reads almost as contraband. The Mission leans modern Latin rather than strictly regional, but the street tacos and bacon-wrapped hot dogs hold their own against the fancier plates. The room is dark and unhurried in a way that makes a second round of $15 cocktails feel inevitable.

The outdoor bar lives inside a repurposed shipping container, which tells you something about this brewpub's sensibility. Arizona Wilderness pours a rotating slate of seasonal ales alongside house classics, and the kitchen keeps pace with oversized burgers, an Arizonan hot fried chicken sandwich, and duck fat fries that have developed their own following. The vegan options are less afterthought than actual draw. Bench seating, a beer garden, and desert weather do the rest.

Rank 132. Casey Moore's Oyster House
Seafood Cocktail Bar
An old house in Tempe that may or may not be haunted, depending on how many drinks in you are. Casey Moore's is a seafood and oyster bar that's been around forever, and it draws the full cross-section of college town life, from freshmen to people who were freshmen here decades ago. The patio, the well-priced drinks, and the raw bar keep everyone coexisting peacefully, which is harder to pull off than it sounds.

Rank 132. Los Reyes De La Torta
Mexican
The tortas here are the size of a small architectural project, stacked high on soft telera rolls with combinations like fried beef, ham, egg, chorizo, and avocado all grilled together. This casual Mexican sandwich shop in Sunnyslope sprawls through several rooms, and the menu takes real time to navigate. The juice bar deserves equal attention, especially the agua cremosa, a condensed milk and fresh fruit drink that arrives under a paper umbrella, which feels right.

Sinaloan seafood Mexican
The dining room is painted in every color someone could fit on a wall, which turns out to be solid preparation for the menu that follows. This Sinaloan seafood restaurant in Phoenix runs a multi-page spread of aguachiles, whole fried fish, grilled shrimp Micheladas, and molcajetes loaded with carne asada alongside whatever came out of the ocean. A serrano margarita handles the heat. Families book out the patio on weekends, so call ahead if you're bringing a crowd.

A globe-hopping dinner spot in Old Town Scottsdale built as a love letter to Anthony Bourdain, which means handmade pasta shares the menu with egg yolk nigiri and bison ribeye without any of it feeling like a theme park. The warm, conversation-friendly room earns its vibe. The bar team applies something closer to lab technique to the cocktails, and the mocktail program picked up a Phoenix Magazine Best of the Valley nod, which is a sentence Bourdain would have found deeply funny.

Rank 143. Steak 44
Modern Steakhouse
The steaks arrive already drenched in butter, with truffle butter on standby if you feel that wasn't enough of a statement. Steak 44 is a high-end steakhouse on the north side of Phoenix that somehow sidesteps the usual corporate-vault atmosphere, landing closer to a neighborhood spot where the bar fills with regulars and families stake out booths for birthdays. The menu wanders past its brief with soft-shell crab in vanilla tempura alongside the expected shrimp cocktail.

Vegan Mexican
Jackfruit quesabirria tacos with plant-based mozzarella are the headline at this vegan Mexican taco shop in the Arcadia neighborhood, a casual counter-order spot where the menu reads like any solid taqueria, right down to the bucket of Modelos. Burritos come stuffed with rice, beans, fries, and your pick of plant-based protein, which is either very 2010s or exactly what you wanted. The kind of place carnivores get dragged to and then quietly admit was fine.

A wood-fired Neapolitan pizzeria tucked inside an old downtown bungalow, with exposed brick, creaky hardwood floors, and a garden patio strung with lights that makes a Phoenix evening feel almost unfair. Rank 157. Rito's Mexican Food
Mexican
The green chile burro is why people line up out the door at this to-go-only counter in the Garfield District, and it's been that way for a long time. Rito's is a family-run spot with no frills and no seating, just a window, a menu of Mexican staples, and the option to get anything made chimichanga-enchilada style, deep-fried and buried in red sauce. Seafood flown in daily from both coasts and the Sea of Cortez keeps this polished seafood restaurant on Camelback Road from feeling like a landlocked afterthought. Hawaiian
The lines at this Mesa plate lunch counter are long because the menu is short and the food moves. Hapa is one of the few independent Hawaiian spots holding its own against the chains in Phoenix, and it earned a Phoenix New Times Best Hawaiian Restaurant nod for the effort. Check their Instagram before you go since daily specials rotate fast. Save room for the malasadas, fried to order and stuffed with vanilla custard or ube cream.

Rank 167. Harumi Sushi Bar
Modern Sushi
The rice comes out burgundy, not white, because Harumi uses Forbidden black rice, and that detail alone tells you this is a modern sushi spot with a point of view. It sits in downtown Phoenix, small and lively, with an omakase option that won't require a financial intervention. The fish is clean and familiar rather than obscure, which suits the pre-show crowd it draws. Phoenix New Times named it a top pick for eating before a downtown event.

Rank 167. Origami Ramen Bar
Noodles
The chef here trained at Tsuji Culinary Institute and cooked at Nobu before settling into a ramen shop in Ahwatukee, which is either a surprise or exactly what someone like that would do. The menu runs classic: tonkotsu, miso blended from Hokkaido pastes, rice bowls, takoyaki. The broth is unhurried and clear in its intentions, the kind of ramen that makes the fast-food versions feel a little embarrassed about themselves.

The green chile burro is what people are actually here for, and on busy days the line confirms it. Rito's is an old-school Mexican counter-service spot, been around forever, run by the same family across a handful of Valley locations. The move if you're feeling committed is to get any order done chimichanga-enchilada style, deep-fried and drowned in red sauce with cheese, lettuce, and tomato piled on top.

Floor-to-ceiling glass walls frame a sweeping Phoenix skyline view, which does most of the decorating in this contemporary fine dining room beside the historic Wrigley Mansion. The chef runs a live-fire kitchen where modern French technique shapes the menu, prix fixe on weekdays and a full tasting menu on weekends. The full-service bar has a direct sightline into the kitchen, so you can watch things catch fire while sipping something civilized.

Rank 183. Craft 64
Wood-fired Pizza
A wood-fired pizzeria in the middle of Old Town Scottsdale that leans into the craft-beer-bar half of its personality as much as the pizza half. The dough is thin but sturdy enough to carry generous toppings without folding, and the homemade mozzarella shows up like it has something to prove. A serious Arizona craft beer list keeps the mood convivial. Ranked 29th on 50 Top Pizza USA, which is a lot for a place with a patio and wooden tables.

A private cottage across the street from its louder sibling, Reserve runs on dress codes, flickering candles, and soft piano, which tells you exactly what kind of evening this is. Sundubu jjigae arrives at the table still at a full boil, in a black earthenware bowl that stays screaming hot long after it lands. This Korean tofu house in Mesa's Asian District is the kind of place where a server drops off a raw egg and you crack it straight into the broth. The house-made tofu is silky, the broth is deeply red, and the white-shirt warning is sincere. Bulgogi and bibimbap round out the menu for anyone not ready to commit to the fire.
