Tucked into the fifth floor of a Kagurazaka building, this intimate tempura counter fries each piece in cold-pressed sesame oil, which pulls the flavor forward in a way vegetable oil simply doesn't. The chef alternates seafood and vegetables so the palate keeps resetting, and the sea urchin, wrapped in nori to hold its shape, is the kind of quiet flourish that makes you sit up straight.
