  1. Rank 90. Mister Pio

    Peruvian

The rotisserie smoke reaches you before you open the door, which is either a warning or a promise. This counter-service Peruvian chicken shop on East Thomas keeps things focused: whole or half birds off a hulking oven, Peruvian sauces on the side, and thick-cut fries that Phoenix New Times handed a Best of Phoenix nod to. Wash it down with an Inca Kola and you're done. Eater named it one of the best new restaurants in America in 2025.

  2. Cajeta pancakes topped with banana, crème fraîche, caramel, and candied peanuts are doing a lot of the heavy lifting at this colorful, homey Mexico City-style brunch spot in uptown Phoenix. The chef behind Gallo Blanco brings the same seriousness to chilaquiles and thick, crackling papas fritas. Weekend waits get real, so the attached coffee bar next door exists to make the line bearable. The salsas are not messing around.

  4. Rank 90. Saint Pasta

    East Coast Italian-American

A neon sign behind the open kitchen reads "Al Dente or Die," which tells you most of what you need to know about this downtown Phoenix pasta joint. Frank Ocean plays where Sinatra might, and "The Sopranos" loops on the wall behind the bar. The vodka sauce built a cult following when the place was a food truck, and the no-reservations line outside suggests that reputation held. Craft cocktails and low-intervention wines round things out.

  5. The sushi counter is the point here, not the parade of sauce-heavy rolls that crowds the competition. This upscale Chandler sushi restaurant leans traditional, pulling in harder-to-find cuts like escolar and sea urchin alongside the usual nigiri and sashimi spread. A few hot dishes and tempura round things out, but the kitchen knows where its priorities lie. Phoenix New Times has named it the area's top Japanese restaurant.

  6. Rank 90. Steak 44

    Modern Steakhouse

The steaks arrive already drenched in butter, with truffle butter on standby if you feel that wasn't enough of a statement. Steak 44 is a high-end steakhouse on the north side of Phoenix that somehow sidesteps the usual corporate-vault atmosphere, landing closer to a neighborhood spot where the bar fills with regulars and families stake out booths for birthdays. The menu wanders past its brief with soft-shell crab in vanilla tempura alongside the expected shrimp cocktail.

  7. The signature move here is the Hazz blend, carne asada folded with mild green chile and melted cheese, and it shows up across the menu at this no-frills Sonoran taco shop in west Phoenix. Order at the counter, everything à la carte, then stake out a table and work the salsa bar, which runs from fresh green to roasty red to a piquant orange. The horchata comes in a bucket. Phoenix New Times has it in their top 50 right now.

  8. Rank 90. The Eleanor

    Breakfast American

The counter stools and cozy booths have the feel of a midcentury diner, which is exactly the point: The Eleanor is a breakfast and brunch spot built as a deliberate antidote to Scottsdale's party-brunch scene. Pancakes, hash, and biscuits and gravy share the menu with avocado toast and Buddha bowls, and the grab-and-go fridge means you can linger over slow coffee or bolt, your call.

  9. Plastic dinosaurs lined up on the ledge, a letterboard menu that changes whenever it feels like it, and a taproom that still reads as someone's living room because it used to be one. This community-focused brewpub in Green Gables pours the Spellbinder hazy IPA alongside a rotating cast of fruit-forward beers, and food trucks regularly pull up out front to fill the gap. Small, friendly, and a little cluttered in the best way.

  11. Seafood flown in daily from both coasts and the Sea of Cortez keeps this polished seafood restaurant on Camelback Road from feeling like a landlocked afterthought. The dining room leans comfortable and upscale, the kind of place where booths fill with date-night couples while the bar handles happy hour with enough seriousness to earn a Best Happy Hour nod from Phoenix New Times. The cocktail list gets the same care as the fish.

  13. A mother-and-son Cajun and soul food restaurant where the menu shifts with the day of the week: catfish on Fridays, wings on Wednesdays, Sharon's soul food the first Sunday of the month. Their Louisiana and Mississippi roots show in a shrimp étouffée that's lighter and brighter than you'd expect, and a beef debris over grits that rewards patience. Hong Kong-style praline French toast with cardamom and fennel is either the strangest thing on the menu or the most logical.

  15. Rank 111. El Chullo

    Traditional Peruvian

Beef heart on a skewer is not a timid opener, but El Chullo's anticuchos, marinated and grilled dense and chewy, set the tone for a traditional Peruvian restaurant that doesn't hedge. The Melrose location on Seventh Avenue is cozy and colorful, the kind of room where a Pisco Sour tastes better than it has any right to. Lomo saltado, ceviche mixto, and arroz chaufa round out a menu that takes the Lima-meets-Canton fried rice angle seriously.

  16. Rank 111. Great Wall

    Cantonese

Carts trundle through this spacious Cantonese dim sum hall on weekends, and by midday the entrance is already a bottleneck of people clutching numbered tickets. Point at what rolls past: lacquered duck, chewy lo mein, dumplings, fried wontons. The servers are moving fast and the tables are crowded and dimly lit, and the whole operation hums along in cheerful, productive disorder. Phoenix New Times handed it Best Dim Sum in 2025.

  17. Rank 111. Jewel's Bakery And Cafe

    Gluten-Free Bakery

The entire menu is gluten-free, which sounds like a warning but reads more like a dare. Jewel's is a breakfast and brunch cafe on the east side of Phoenix where the doughnut holes are light, the tortillas stretch properly, and the waffles hold up under chicken and spicy bacon without apology. Dairy-free, vegan, and vegetarian options run alongside bottomless mimosas and locally roasted coffee. Nothing on the plate telegraphs its constraints.

  18. Lux Central is a coffee shop, bakery, and bar that can't commit to one job, and the schedule makes that a feature. Pastries hold down the morning, the bar wakes up soon after, and the egg plates and hashes drift into diner-leaning fare as the day goes on. Plenty of people arrive for a quick latte and are still at the table when the cocktails show up, laptops open, no one embarrassed.

  19. The Brulee Burger, with its torched sugar crust on the bun, explains the whole ethos of this Scottsdale burger shop in one order. The chef here treats fast-casual comfort food as an excuse to get weird in the best way, battering and frying patties, folding blueberry-habanero compote into guacamole, stacking corn-muffin fritters between the buns. Guy Fieri has been by, and the memorabilia is on the wall to prove it. Napkins: take several.

  20. The roaster works in plain sight at the back of this Brazilian crop-to-cup coffee shop, which pulls beans from the Peters family farm in Minas Gerais. No flavored syrups, no blenders, just coffee, milk, and water in various combinations, which sounds austere until you taste it. Pastries come from a local bakery and empanadas round out the food side. A second location sits inside Epicenter at Agritopia.

  22. Rank 111. Shinbay

    Sushi

Thirteen seats arranged at an L-shaped bar set the scale here: this is a reservation-only omakase counter in Old Town Scottsdale, two seatings a night, no improvising. The chef behind it, Shinji Kurita, is a name Phoenicians say with a certain reverence. Courses run for about two hours, and the sake list includes a bottle priced like a used car, should the mood strike. A James Beard semifinalist for Outstanding Restaurant.

  23. Palomas come in tajín-rimmed Jarritos bottles here, and the bartender's expression suggests you should feel lucky to have one. Sidewinder is a diner-bar in Garfield that leans hard into the dingy-vintage aesthetic, the kind of place where a $3 Bud Heavy and a sloppy joe feel like the whole point. It was opened by the team behind an upscale French bistro, which explains nothing and everything at once.

  25. Rank 111. The Vig

    Beer Bar

The bocce court beside the patio gives away what kind of place this is before you even order. The Vig is a gastropub with a long tap list, a solid wine selection, and a food menu with enough vegetarian options to keep everyone at the table happy. The sprawling patio has its own outdoor bar, which cuts down on excuses to go back inside. Local acts and DJs show up on weekends, and the crowd skews toward people who planned to stay for one drink.

  26. The Kothu Parotta, a pan-grilled flatbread shredded and tossed with spicy vegetables and your choice of protein, is the kind of dish that makes a strip-mall address irrelevant. This casual Indian restaurant started as a food truck and found a permanent home on Thomas Road, where the booths fill fast with regulars who already know to ask the server what to order. The dal makhni and tikka masala pull their weight too.

  27. Rank 111. Vovomeena

    American

A pastry case you have to walk past before you even reach the counter is a clever design choice for a breakfast spot. Vovomeena runs a casual line-order setup near downtown Phoenix with a genuinely neighborhood feel, leaning on local suppliers for eggs, sausage, and coffee. The Pain Perdu swaps bread for banana bread pudding, and the chile-corn Johnnycakes remind you this is the Southwest.

  29. The space was a wood furniture showroom before it became a coffee shop, and you can still feel the woodworker's eye in every detail. The team leans into herb-forward syrups, so the lattes run closer to a garden than a pastry case. Phoenix Magazine handed Case Study its Best Americano nod, and the breakfast burrito has its own following. A comfortable place to open a laptop and stay far longer than you planned.

  32. The burgers get a splash of red wine on the flat top, which is either the gimmick or the whole point depending on how you order. Harvey's is a neighborhood dive bar on 16th Street, bright green walls, pool table, jukebox, and cheap burgers that come with fries. Weekend happy hour runs weekend mornings, and last call stretches to midnight. The regulars who never needed a menu figured all this out a long time ago.

    Cocktail Bar

A moody Old Town Scottsdale cocktail bar where the olive oil-washed dirty martini is only the beginning. The menu swings between arancini for two and a full table spread of ceviche, burrata, and pasta, and it changes often enough to reward regulars. The duck bolognese tossed with mafaldine and garlic crumble has become something of a signature. It reads equally well as a date bar or a group dinner, which is a harder trick than it sounds.

  39. A 10,000-pound custom oven fires the pies at this Arcadia pizzeria, and a quarter of every dollar goes to the dog rescue operating out back. Each evening, adoptable puppies come out to a covered patio pen, which is where your appetizers will go cold. The pizza is better than you'd expect from a place whose headline act has floppy ears. Bring a date or the kids, and decide in advance exactly how many dogs you're allowed to take home.

    Chihuahuan Taqueria

The burritos here come open at both ends, more like fat rolled tacos than anything you'd expect, and ordering one is a mistake because you'll immediately want another. Testal is a casual counter-service taco shop on Grand Avenue doing Chihuahuan cooking, a regional tradition that gets less attention than it deserves in Phoenix. The rajas, spicy and cheesy with roasted poblano, are a reason to make the trip on their own.

  45. A globe-hopping dinner spot in Old Town Scottsdale built as a love letter to Anthony Bourdain, which means handmade pasta shares the menu with egg yolk nigiri and bison ribeye without any of it feeling like a theme park. The warm, conversation-friendly room earns its vibe. The bar team applies something closer to lab technique to the cocktails, and the mocktail program picked up a Phoenix Magazine Best of the Valley nod, which is a sentence Bourdain would have found deeply funny.

  50. Rotating TV screens overhead walk you through the menu before you've even sat down, which sets the tone for this welcoming Indian restaurant on the east side of Phoenix. The family behind it grew up in the restaurant business back in India and brought that instinct for hospitality with them. Dosa arrives shattering crisp, the malai kofta is deeply comforting, and the staff nudges you toward something unfamiliar if you let them.

  51. A Mexican restaurant in a converted brick building in Garfield, where the large windows keep things bright enough that you don't feel like you're day-drinking when you order a Paloma at noon. Gallo Blanco runs all three meals, so the crowd shifts from coffee-and-eggs regulars to the burrito-and-margarita contingent by midday. The guacamole and chips make a persuasive case for arriving hungry and starting slow.

  52. The cardstock to-go box comes with chopstick handles built into the sides, which is either the cleverest packaging in Phoenix or a sign that the city has simply been doing lunch wrong. The whole thing runs about thirteen dollars, which buys considerably more than whatever sad situation you had going on at your desk.

  53. Rank 159. Melindas Alley

    Cocktail Bar

A chalkboard of rotating cocktail specials and a basement bathed so completely in red light that no other color survives the trip down. This speakeasy-style cocktail bar is tucked beneath the Renaissance Phoenix Downtown Hotel, behind a mural and open only two nights a week, which is exactly the energy. Vintage velvet chairs and low tables give it the feel of a sitting room someone forgot to leave, and the drinks arrive in coupes and crystal-cut rocks glasses.

  54. Rank 159. Mensho Ramen

    Japanese Noodle Shop

A ramen shop where the broth might arrive laced with matcha or built around five preparations of garlic in a single bowl. Mensho brought its Japanese noodle concept to Arizona with this Mesa outpost, a light-wood room centered on an open kitchen where handmade noodles go into thick, creamy broths. The kind of place where the bowl keeps revealing itself as you eat, which is a polite way of saying you'll want to stay longer than you planned.

  55. A bright red neon sign marks this Sichuan restaurant tucked into a Tempe strip mall, where turquoise booths and mural-covered walls set the scene for lazy Susans loaded with mapo tofu, braised eggplant, and the Chongqing-style spicy chicken that Phoenix Magazine named one of Arizona's top dishes. The batter is thin and shatters, the peppercorns do their characteristic lip-numbing work, and the portions are large enough to make you reconsider your afternoon plans.

  57. A coffee shop where you can also get clay under your fingernails, PIP Coffee + Clay pairs a small cafe with a ceramics studio on North 24th Street. Wheel-throwing classes run about two hours, keep group sizes small, and require you to put your phone away, which turns out to be the whole point. Your mug may come out lopsided. That's fine. Grab a coffee or a beer while the creative juices do their thing.

  59. Old Town Scottsdale runs heavy on sushi and gourmet burgers, so a candlelit Mexican restaurant with a serious tequila program reads almost as contraband. The Mission leans modern Latin rather than strictly regional, but the street tacos and bacon-wrapped hot dogs hold their own against the fancier plates. The room is dark and unhurried in a way that makes a second round of $15 cocktails feel inevitable.

  60. A neighborhood dive bar that fully commits to the bit: vintage furniture with backstories, a cigarette machine, free arcade games, and a jukebox that always has Marty Robbins on deck. The drinks are cold, the Old Style is colder, and the backyard patio with lawn games fills up with the kind of crowd that looks like they've been regulars for years, even if they just discovered it last week.

  61. A chrome Dayton wire wheel serves as the flower pot, and the espresso machine has been custom-painted, and that sets the tone. Xolo is a coffee shop that doubles as a rotating gallery of Chicano and lowrider art, with tuck-and-roll chairs and vintage photography that looks lifted from an East L.A. album. The family next door runs a tattoo shop with the same soul. Pop-ups bring lowriders into the lot and zoot suits through the door.

  62. The outdoor bar lives inside a repurposed shipping container, which tells you something about this brewpub's sensibility. Arizona Wilderness pours a rotating slate of seasonal ales alongside house classics, and the kitchen keeps pace with oversized burgers, an Arizonan hot fried chicken sandwich, and duck fat fries that have developed their own following. The vegan options are less afterthought than actual draw. Bench seating, a beer garden, and desert weather do the rest.

  63. An old house in Tempe that may or may not be haunted, depending on how many drinks in you are. Casey Moore's is a seafood and oyster bar that's been around forever, and it draws the full cross-section of college town life, from freshmen to people who were freshmen here decades ago. The patio, the well-priced drinks, and the raw bar keep everyone coexisting peacefully, which is harder to pull off than it sounds.

  64. Part coffee shop, part design store, part Taschen outpost, Dialog sits at the base of a mural-wrapped building on Roosevelt Row and dares you to categorize it. The matcha is stone-ground and ceremonial-grade, with baristas reaching for a scale before the whisk ever touches the bowl. Beans come from Stereoscope in LA. Browsers drift between arched light fixtures and esoteric objects while something simmers on the U-shaped bar.

  66. The tortas here are the size of a small architectural project, stacked high on soft telera rolls with combinations like fried beef, ham, egg, chorizo, and avocado all grilled together. This casual Mexican sandwich shop in Sunnyslope sprawls through several rooms, and the menu takes real time to navigate. The juice bar deserves equal attention, especially the agua cremosa, a condensed milk and fresh fruit drink that arrives under a paper umbrella, which feels right.

  67. The dining room is painted in every color someone could fit on a wall, which turns out to be solid preparation for the menu that follows. This Sinaloan seafood restaurant in Phoenix runs a multi-page spread of aguachiles, whole fried fish, grilled shrimp Micheladas, and molcajetes loaded with carne asada alongside whatever came out of the ocean. A serrano margarita handles the heat. Families book out the patio on weekends, so call ahead if you're bringing a crowd.

  68. Lines form before the doors open at this specialty seafood counter, which tells you most of what you need to know. Faroe Island salmon, live sea urchin, razor clams, and whatever else flew in that morning fill the case alongside premium tinned fish and prepared foods. The shop insists it isn't a restaurant, then sells poke banh mi and sashimi boxes to go. Wednesday's lobster roll has its own cult.

  69. A coffee shop where the décor has opinions about where you sit. PHX Cat Cafe is a nonprofit cat lounge in downtown Phoenix where a rotating crew of adoptable cats nap in elevated perches, bat at toys, and occasionally judge you from across the room. The small admission fee buys you time among the felines, decent coffee, and access to events like cat yoga and drag bingo. Over a thousand cats have found homes through the place, which gives the whole thing a satisfying excuse.

  70. A 1982 Piaggio Apé truck imported from Italy parks in the garden and pulls espresso, which tells you most of what you need to know about Pueblo's priorities. This plant shop and coffee stop on Grand Avenue occupies a lush warehouse where indoor tropicals crowd every corner and a vintage gardening library invites you to stay longer than planned. The pottery, succulents, and houseplants are the main event, but the outdoor patio has a way of making an errand feel like an afternoon.

The build-your-own bouquet bar is the first thing you notice, a wall of loose stems you pull and arrange yourself while your coffee order is being made. This is a coffee and flower shop in downtown Phoenix, the kind of concept that sounds precious until you're standing in it and it actually works. The rose latte has become something of a signature. Breakfast and lunch round it out, and private floristry classes are available for groups.

  74. Frosted mugs pulled straight from a freezer behind a bar draped in kitschy tchotchkes: this Grand Avenue tiki dive bar has been an institution since truckers were rolling through on Route 60. Wood paneling, tiki-style tables, a pool table, and a patio where the smoking happens. On Tuesdays a DJ spins vinyl, playing what the regulars call "funky mutant dance music," and somehow the night outlasts your intentions. Cash only, so plan accordingly.

  76. The taco truck parked out front sets the tone before you even get inside. Charlie's is an old-school gay bar and dance hall on Camelback with a big outdoor patio, bleacher seating, two bars, and a dance floor that earns its own reputation after midnight on weekends. The calendar runs from drag nights and karaoke to Latin and country two-stepping, so the crowd varies wildly depending on when you show up, which is most of the fun.

  81. Rank 185. Kobalt Bar

    Cocktail Bar

Karaoke spills out of this LGBTQ+ bar at Park Central before you even reach the door. Inside, Kobalt runs on the pleasant fiction that everyone already knows each other, with drag shows, RuPaul's watch parties, and trivia filling the calendar alongside the sing-alongs. Show tunes, '80s ballads, and early-aughts pop keep the room generous and loud. Cocktails hover around eleven dollars, which makes it easy to stay for one more song, then another.

The score comes from the awards it's won, weighted by who gave them: a Michelin star outweighs a listicle. When you sort by what's nearby, distance changes the order, never the score.

      Stay Score

Four fifths of the score is the awards it's won, weighted by who gave them: a Michelin Key outweighs a listicle. The last fifth is where it is: the ranked places to eat and things to do around it, and how safe the country is. When you sort by what's nearby, distance from you changes the order, never the score.

          Best Place Score

The Best Place Score rates the area around a point, not any one place. The places are 60% of it: the best of what's within reach, weighed by distance. The setting is the other 40%: how life goes in that country (how people rate their own lives, how long and how well they live, how safe they are) and what it's like right there (the air, and the weather). If the score looks low, we probably haven't found enough critics out here yet.
