The 82 Best Places to Eat and Stay in Tallinn

Sections

Tap to add or drop a section. At least one stays on.

The best places to eat and stay in Tallinn, according to the experts: Michelin Guide, White Guide, and The 50 have all weighed in, and their honors are what rank this list. 180° by Matthias Diether comes out on top.

More Less

NOA Chef’s Hall and Fotografiska hold the next two places. White Guide shows up on more of this list than any other guide, with Michelin Guide next.

Departments

A department belongs to one section, so choosing one narrows the list to it.

  1. The name comes from the panoramic sweep you get sitting at the U-shaped counter, which wraps around an open kitchen in a sleek harbourside building just beyond the old city. This is a two-Michelin-starred tasting menu restaurant run by a German chef whose food leans heavily on contrast, textures stacked against each other with real precision. The harbour view from the tables is the quieter option if you'd rather not watch every move being made.

  2. Aperitifs in a lounge overlooking Tallinn Bay before you're walked through a seven-course creative tasting menu built around an open fire, one course of which you eat standing at the chef's counter. The kitchen is the room, and the cooking moves between Canadian lobster and foraged Baltic produce with enough complexity to keep you leaning forward. It holds a Michelin star.

  3. Perched above the Fotografiska gallery, this modern restaurant looks out over Tallinn's Old Town in a way that makes you briefly forget you came for the food. The kitchen runs a leaf-to-root, nose-to-tail philosophy with enough conviction that vegetable trim ends up as cocktail garnish rather than compost. The cooking is original enough to earn a Michelin Bib Gourmand, and the rooftop bar makes a strong case for arriving early.

  4. A turquoise clapboard house with a red roof in a quiet residential neighbourhood, where the green-tiled fireplace the name promises actually anchors the room. This is a cosy contemporary restaurant with bold wallpapers, warm service, and a wine list that leans organic and biodynamic. The cooking is straightforward and honest, the kind that makes a neighbourhood feel lucky to have it. It holds a Michelin Bib Gourmand.

  5. Floor-to-ceiling windows frame the Baltic with Tallinn's skyline behind it, which is a view most restaurants would build an entire personality around, and NOA mostly lets it speak. The beach house dining room wraps you in wood and natural materials with a vaguely New England mood, but the terrace is where everyone quietly jockeys to sit when the sun cooperates. A Michelin Bib Gourmand spot serving modern, coastal-leaning food.

  6. Floor-to-ceiling windows frame the Gulf of Finland, and the retrace out front fills up the moment Tallinn gets anything resembling sun. Tuljak is a modern restaurant with a retro-modernist soul, housed in a building that has aged into cool rather than out of it. The kitchen has a Baltic foundation but roams freely, pulling in Mediterranean, Asian, and South American ideas, and the plating is careful enough to make you pause before eating.

  7. Candlelit rooms lined with eclectic artwork in a centuries-old Old Town building, Art Priori is a modern-cuisine restaurant that leans into the romance without overdoing it. The cooking is quiet and precise, letting each ingredient stand on its own rather than hiding it under technique. The cocktail list and wines by the glass mean you can stay longer than you planned, which seems to be the idea.

  8. Rank 7. Härg

    Steakhouse

The stone walls and copper chandeliers make Härg feel like a brasserie that materialized in a medieval cellar, in the best possible, no wait, in a way that works. It runs all day, with a charcoal-heavy menu that keeps its eye on local ingredients and a signature rib-eye cooked directly on the coals. The courtyard fills up the moment Tallinn thaws. Portions lean generous, which the room's energy quietly encourages you to meet.

  9. Rank 7. Moon

    Slavic Eastern European

A former blacksmith's shop in a converted industrial complex, Moon takes its name from the Estonian word for poppy and its cooking from Slavic tradition, with a seasonally changing menu built around the kind of simple, local, honest food that sounds like a manifesto until you taste it. Siberian dumplings and carp in sour cream show up regularly, and the team treats first-timers like they've been coming in for years.

  10. A century-old art nouveau villa in the quiet Nõmme suburb, where the menu categories read "Can't Resist," "For a Real Gourmand," and "Cherry on Top" instead of the usual starters-and-mains routine. It's a modern European restaurant spread across two floors of small, interconnecting rooms that feel genuinely intimate rather than cramped. The cooking leans on classical foundations with contemporary touches, and the menu stays short enough that the kitchen can actually pull it off.

  11. Rank 7. Tchaikovsky

    Modern French

A glass roof, a chandelier, gilt frames on every wall, and a living green wall behind glass that keeps the room from feeling too buttoned-up. Tchaikovsky is a formal restaurant inside Hotel Telegraaf, in the middle of Tallinn's Old Town, serving refined cooking that layers classical French technique with Russian touches. The Siberian dumplings with horseradish beurre blanc are the kind of thing that makes you wonder why more places don't combine the two traditions.

  12. Rank 12. Pull

    American Steakhouse

The anchor tenant of a converted 19th-century grain elevator in Tallinn's Rotermann district, Pull is a meat-forward grill restaurant where exposed stone walls and concrete pillars do most of the decorating. Dinner leans hard into charcoal-grilled Estonian cuts, with a "Dirty Steak" that has apparently earned its name. At lunch, almost everyone orders the dish of the day, which tells you something about the pricing.

  13. Handmade mattresses matched to those on the Orient Express, bath products by Amouage, and a spa that punches well above the hotel's 17-room weight: The Burman is a boutique luxury hotel tucked inside a discreet casino complex in Tallinn's Old Town. The Michelin Guide awarded it 2 Keys. Cantonese, Japanese, and French restaurants are on site, and the city's medieval center is right outside. Nothing here reads like a casino hotel, which is rather the point.

  26. Rough limestone walls and timbered ceilings in a medieval townhouse set the tone at this intimate luxury boutique hotel in Tallinn's old town, which holds a Michelin Key. The Gothic-Baroque bones are still visible throughout the public rooms and guest accommodations, and a summer garden and cigar lounge round out the mood. The Stenhus Restaurant puts a quiet spin on Estonian flavors for those who'd rather not venture out into the cobblestones.

  28. Rank 45. SARDIINID

    Seafood

  29. A service door in each closet lets staff collect your laundry and shoes without ever knocking, which tells you something about the register this boutique hotel is pitching at. Housed in what was once Tallinn's telegraph exchange, the building splits between a preserved historic wing and a modern addition, though the interiors blur that line gracefully. Restaurant Tchaikovsky and an in-house spa round out a package that sits near the top of the Old Town's lodging options.

    The awards

  30. A 13th-century limestone fortification wall runs straight through this boutique hotel in Tallinn's Old Town, and the original shooting apertures are still visible in the corridors. Rooms lean into pale oak and handmade wool rugs, with Estonian-made furnishings throughout. The attic rooms on the top floor are snug in a good way, and courtyard suites have soaking tubs and art-hung walls. A guest-only spa and a French-leaning restaurant round things out nicely.

    The awards

  31. From the 30th floor, you can see Helsinki across the Gulf of Finland, which gives the Swissotel Tallinn a reasonable claim to the most useful view in the Baltics. This city-center business hotel, the tallest building in Tallinn, keeps rooms in that comfortable zone where corporate polish meets actual comfort: dark wood floors, rainfall showers, and espresso machines. The entire 11th floor is spa and fitness, which feels resort-like for something essentially surrounded by medieval cobblestones.

    The awards

  32. Three medieval merchant houses knocked into one boutique hotel on Tallinn's oldest street, with the original 14th-century bones still very much in evidence: carved woodwork, ceiling frescoes, beams that have seen a lot. Every room is different, some running toward roll-top tubs and period details, others quieter and cleaner, but none of them generic. It sits steps from St. Olaf's Church and close to the Old Town's main draws, without feeling like it's in the thick of them.

    The awards

  33. Rank 59. FUME

    Grills Mediterranean

Flames from the open Vulcano Gres Grill do double duty as cooking heat and ambient lighting in this big, colourful grill restaurant inside Tallinn's Rotermann Quarter. The menu casts a wide Mediterranean net, but fire-cooked meats are clearly why people are here. The room runs loud and blingy, and the team handles a table for two as smoothly as a party of twenty. It holds a Michelin Bib Gourmand, and lunch is particularly easy on the wallet.

  34. Wooden igluhuts clustered on Tallinn's revitalized waterfront, each one compact and facing the Gulf with floor-to-ceiling windows and a private terrace. This quirky waterfront stay sits just outside the city center and leans hard into Estonian ritual: saunas are part of the setup, not an afterthought. The cabins are cozy in the way that makes slow mornings feel mandatory, and the Michelin Guide has taken notice of the place among its selected hotels.

    The awards

  35. Rank 59. Lore Bistroo

    Modern Bistro

Steel girders, concrete pillars, and harbour views set the scene at this modern bistro tucked inside a converted warehouse at Port Noblessner. The open kitchen keeps the noise level honest, and the menu roams wherever the team's travels have taken them lately. A sharing menu lets the table decide how adventurous to get. The Michelin Guide awards it a Bib Gourmand, and the crêpes Suzette, when they appear, tend to disappear fast.

    The awards

  36. A waterside warehouse where the Russians once built submarines is now an Asian sharing-plates restaurant with a harbourside terrace and a Michelin Bib Gourmand. The name stands for Unorthodox Modern Asian, which at least tells you what you're getting into. Coconut flatbread arrives hot off the pass, satay and sweet-and-sour anchor the menu, and the tasting spread comes out on afternoon-tea stands, which is either charming or chaotic depending on your table size.

  37. The eye-catching yellow building sits just outside the city centre, and the large communal counter running through the middle of the room is where you want to land. Vesta is a lively contemporary restaurant with a short, appealing menu and a Michelin Bib Gourmand to its name. The young service team looks like they're genuinely having a good time, which tends to be contagious. A fun neighbourhood spot that doesn't feel like one.

  38. Kadriorg Park is essentially the backyard here, which is either a coincidence or the whole point of staying. Oru Hub Hotel sits just outside Tallinn's Old Town, with interiors by an Estonian design studio that kept things calm and neutral on purpose. The ground-floor coworking space doubles as a lobby lounge, drawing guests who arrived with laptops and plans. ORU Bistro runs a shareable, globally roaming menu downstairs.

  39. Rank 65. Cafe Tempo

    Mediterranean

Café Tempo lives inside a converted car workshop in Telliskivi Creative City, with a chequerboard floor, zinc ducting overhead, and an open kitchen built around a chargrill. Bakery and café by day, buzzy bistro by night, it's the kind of place that makes a lot of sense once you're in it. The Mediterranean menu leans toward sharing plates, with the chargrill doing the serious work.

  40. Rank 65. Gianni

    Italian

Smoked glass windows look out onto a busy Tallinn street, so you can people-watch while the city does the same to you. Gianni is an old-school Italian restaurant that has been around forever, with a café side for coffee and cake and a proper dining room where the team has been doing this long enough to mean it. The menu runs through every Italian classic you already know, which is precisely the point.

    Sushi

Eleven red-upholstered seats wrap an L-shaped counter in a hotel dining room that seats exactly two sittings a night, which tells you everything about the pace. This is an omakase sushi bar, and the chef relocated from Japan to run it himself, walking guests through each course with the kind of unhurried attention that makes a short menu feel like a long evening. A tight list of wines, champagne, and sake rounds things out.

  42. Red banquettes and mirrored walls give this French brasserie a classically Parisian feel, though the terrace sits right up against Tallinn's medieval city walls, which is a detail Paris cannot offer. The cooking leans Gallic but wanders into Italian and Asian territory without making a fuss about it. You choose between a concise à la carte or a six-course sharing menu, and the room is cosy enough that neither feels like a commitment you'll regret.

  43. Rank 65. Mon Repos

    Modern Mediterranean

Stained glass and panelled ceilings from the building's life as an imperial summer residence set the tone at this modern restaurant in Kadriorg. The kitchen leans Nordic with a Mediterranean drift, and the plating is careful enough that you notice. When the weather cooperates, the terrace overlooking Kadriorg Park fills up fast, which tells you something about how Tallinners feel about the place.

  44. A bright, cheerful neighborhood bistro a short walk from Tallinn's Old Town, Morel Bistroo keeps its dinner menu short enough that the kitchen can do each dish well, long enough that you'll still dither. Weekday lunches run to a single straightforward plate, weekends stretch into brunch at a pace nobody's rushing. The cooking is ingredient-led and unpretentious, and the wine list is priced like they actually want you to order a second glass.

  45. An olive tree grows out of the middle of the dining room, which tells you most of what you need to know about where this cosy hotel osteria is headed. The kitchen leans into Italian classics, stuffed zucchini flowers and parmigiana alongside homemade pastas, with the odd personal detour from the chef. Split between the basement and ground floor of an Old Town hotel, it's an easygoing room that doesn't ask much of you beyond showing up hungry.

    The awards

  46. Rank 65. Põhjala Tap Room

    Texas Barbecue

The tap room sits on the first floor of an old submarine factory, now a craft brewery, with windows looking straight down onto the tanks doing their work below. It's a Texas BBQ and beer hall where slow-smoked meats and Põhjala drafts do most of the talking. The brisket goes twelve hours over oak and mesquite, and the spent hops find their way into certain dishes, which feels very on-brand for a brewery restaurant.

    The awards

  47. Rank 65. Puri

    Modern Seafood

Perched in the marina development northwest of the centre, Puri is a modernist seafood restaurant with floor-to-ceiling windows and a split-level blonde-wood interior that earns its view. The kitchen leans creative, with langoustines and gratinated crab doing most of the heavy lifting. A solid selection of wines by the glass rounds things out, and the team runs the room with the kind of ease that doesn't feel rehearsed.

    The awards

  48. Rank 65. R14

    Mediterranean

A glass-walled wine cellar anchors the room inside a 19th-century stone powerplant in Tallinn's Rotermann Quarter, the old industrial district that quietly became the city's most pleasant place to wander. R14 is a wine bar and Mediterranean kitchen with a rustic, unhurried feel, where the menu runs to octopus, lamb, and plenty of good reasons to order another glass. The kind of room that makes a grey Baltic afternoon feel entirely manageable.

  49. Rank 65. RADIO

    Bistro

A glass wine cave anchors the dining room at this neighborhood bistro-meets-wine-shop, where you walk through shelves of interesting bottles just to reach your table. The format is medium-sized sharing plates, the vibe is sofas-if-you-want-them casual, and every dish comes paired with a wine suggestion from the team. It's the kind of place that makes a Tuesday feel like a reasonable night to open something good.

    The awards

  50. A daily blackboard menu where "Cauliflower" or "Lamb Liver" are the full description, and you rely on the chatty team to fill in the rest. This contemporary restaurant sits inside Tallinn's Old Town, but the interior reads as firmly present-tense. The ground floor hums; the basement goes quieter and more intimate. The kitchen leans seasonal and the dishes tend to be more ambitious than the terse one-word billing suggests.

  51. Rank 65. Restoran O2

    Modern Nordic

A curved chef's table in front of an open kitchen gives you a front-row seat at this moody, contemporary restaurant in a glass tower on the edge of Tallinn's Old Town. The chef draws on Estonian roots and a fondness for Nordic cooking, with the occasional Asian detour keeping things interesting. Flavors run bold and hearty, with a quieter precision underneath. Lunch brings a weekly changing special for those on a schedule.

  52. Rank 65. Riva

    Mediterranean

Pike-perch in bouillabaisse sauce tells you what this Mediterranean restaurant is doing: Estonian waters, southern sun, same plate. The room leans into it with a bright, slightly flashy style that matches the ambition on the menu. The team keeps it warm rather than stiff. Lunch runs shorter and lighter; dinner is where the kitchen stretches out. Sits on the waterfront in Tallinn's old port, which makes the tagline about northern shores and southern seas feel less like marketing copy than it should.

The menu is short but confident, running Estonian produce through Korean technique in ways that feel thought-out rather than gimmicky. 54. Rank 65. Shang Shi

    Cantonese

Cantonese fine dining inside The Burman Hotel, where the name translates to "Royal Feast" and the kitchen leans into the promise with Norwegian king crab and South African abalone. The Peking duck is carved tableside, and you can ask to have Beluga caviar added, which is either decadent or gloriously silly depending on your mood. Macanese designers handled the interior, and the result is quietly elegant rather than flashy about it.

  55. A "butter index" on the menu tells you how much butter went into each dish, which sets the tone neatly. VÕIVÕI is a modern restaurant inside an office building, with a cocktail bar upstairs for before or after. The kitchen cooks fish, meat, and game over wood, and the dumplings are folded by the chef's actual grandmother using her own recipe, which is either very charming or a lot of pressure on one woman.

  56. A small family-run pizzeria in Tallinn's old town, where the Italian-style pies come out with a pronounced crunch rather than the soft, floppy fold you might expect. The room is tidy and classically furnished, with outdoor tables in summer when the medieval backdrop does the decorating. The menu runs beyond pizza to starters and mains, though the Diavola 2.0, spicy salami with stracciatella and 'nduja, is the one people talk about. Ranked 45th in 50 Top Pizza Europe.

          Best Place Score

The Best Place Score rates the area around a point, not any one place. The places are 60% of it: the best of what's within reach, weighed by distance. The setting is the other 40%: how life goes in that country (how people rate their own lives, how long and how well they live, how safe they are) and what it's like right there (the air, and the weather). If the score looks low, we probably haven't found enough critics out here yet.
